ASHBURN, Va. -- The Washington Redskins have more pending free agents than quarterback Kirk Cousins – or receivers DeSean Jackson and Pierre Garcon. Those are just the high-profile ones. And coach Jay Gruden laid out his criteria for determining who he wants to stick around.

“It’s our job to make sure we target the ones we definitely want back that really have an impact on this team,” he said, “not only from a talent standpoint but from a leadership standpoint. Both areas are very important to me, almost more so as a leadership standpoint. A lot of these guys have talent, but we have to make sure we keep the great leaders in this building.”

Here’s a list of the Redskins 15 unrestricted free agents:

Defensive end Chris Baker: He wants to return, but it would not surprise me if they let him walk.

Defensive end Ziggy Hood: A good rotational guy who played out of position at nose. Hard worker.

Linebacker Terence Garvin: Special teams player who played 56 defensive snaps all season.

Linebacker Junior Galette: Missed a second straight season with an Achilles injury.

Corner Greg Toler: Yes, he gave up some completions, but the Redskins like the depth he added.

Safety Duke Ihenacho: Plays with a lot of aggression, needs to become more consistent tackler.

Safety Donte Whitner: Hard to imagine him returning; he turns 32 in July.

Defensive lineman Kedric Golston: Excellent leader who says he wants to keep playing, but he turns 34 in May. If he returns, it has to be as a backup.

Defensive lineman Cullen Jenkins: Showed some life after signing earlier this season, but he turns 36 in three weeks. Line must get younger, more talented.

Long snapper Nick Sundberg: Has been consistent in his seven seasons.

Quarterback Kirk Cousins: He has the leverage and has no problem playing under the franchise tag again if the early offers aren’t to his liking.

Wide receiver Pierre Garcon: He won’t return if his deal is less than the $7.6 million in base salary he earned this season. Solid chance he’s gone.

Wide receiver DeSean Jackson: As much as they love his speed and playmaking ability, he might have worn out his welcome.

Tight end Vernon Davis: The Redskins already have discussed a new deal with him.

Center John Sullivan: Veteran Kory Lichtensteiger might retire, but Spencer Long is firmly the starter. Sullivan would be a 32-year-old backup if he returned.
