Columbus has lost two straight and is winless (0-3-1) in the past four games.
Hagglund, a Cincinnati native, made it 2-1 with his first goal since July 14, 2018, for Toronto FC vs. D.C. United. He scored from 7 yards on a header off a restart service by Haris Medunjanin.
Each team scored via penalty kick in the first half. Yuya Kubo made it 1-0 for Cincinnati in the 17th before Pedro Santos tied it in the 45th.
The Crew returned to play after having the game Sunday at Orlando FC postponed due to positive COVID-19 cases on Friday involving two of the Crew's soccer operations members. All tests of players and staff have since been negative.
Cincinnati took the early lead when Crew goalkeeper Andrew Tarbell and Cincinnati midfielder Allan Cruz collided while going for a flighted ball that both missed.
Columbus was victimized by a successful PK attempt for the third straight match. Kubo's second goal of the season ended a 292-minute scoreless drought for Cincinnati on the team's first penalty of the season.
Cincinnati scored for the first time at home this season after four scoreless draws and a 1-0 loss to Toronto FC. Cincinnati had not won at home in 13 games back to last season, an MLS record.
Santos got the equalizer just before the half when he was tripped by Tom Pettersson.
Cincinnati keeper Bobby Edwards, in his MLS debut, guessed correctly to his right but could not stop the well-placed shot by Santos, who has five goals.
Edwards had one save as did Tarbell.
