The result sees Lee Carsley's side claim their second consecutive victory after winning their opener against the Czech Republic.
England are also guaranteed to progress as group winners after Germany slipped to a shock defeat to the Czechs.
Newcastle United forward Gordon opened the scoring after 15 minutes when he headed Morgan Gibbs-White's cross past goalkeeper Peretz Daniel.
Israel failed to create many chances throughout the game and after 68 minutes, Arsenal youngster Smith Rowe finished off a fine team move to seal the three points.
England face holders Germany in their final group match on Wednesday.
