Which college football programs have the best special teams units heading into 2019? The top pick has been near the top of the rankings the past two years and returns its punter and kicker. Here are the top 15.

1. Ohio Bobcats

Head coach Frank Solich has had nine top-28 finishes in my special teams rankings since 1997, including back-to-back No. 7 finishes the past two years. This year the Bobcats return their kicker/punter combo of Louie Zervos (13-for-17 on field goals in '208) and Michael Farkas (39.8 net in '18) with the only departure being their top punt returner.
