Transfer Rater: Cesar Azpilicueta to Barcelona, Issa Diop to Chelsea

Things change in the blink of an eye in football. The Football Whispers Index takes the latest transfer rumours and gives them a score out of five; the higher the score, the more realistic and reliable the whisper.

Here are today's top five emerging whispers for the summer. And keep an eye on Transfer Talk for all the latest gossip.

Issa Diop to Chelsea
The Daily Mirror believe that Chelsea are closing in on a £15 million deal for Toulouse centre-back Issa Diop. Defensive reinforcements reportedly top the list of potential summer arrivals at Stamford Bridge with Antonio Conte keen to replace John Terry and bring in cover for Gary Cahill. Virgil van Dijk and Kalidou Koulibaly were said to be prime targets, but the report claims Conte is content with Andreas Christensen returning from his loan spell from Gladbach, along with the signing of 20-year-old Diop.

Troy Deeney to West Brom
According to reports in the Daily Mirror, West Brom are willing to shatter their transfer record to secure the summer signing of Troy Deeney. The Watford captain was at the centre of interest from Leicester City last summer and a reported £20 million bid was turned down. The Baggies are said to be prepared to part with up to £25 million -- their current record signing is Nacer Chadli at £13 million -- to secure the services of the 28-year-old striker.

Cesar Azpilicueta to Barcelona
Cesar Azpilicueta has reportedly emerged as a top summer target for Barcelona as they look to find a replacement for Dani Alves. The 27-year-old had previously been watched by the Catalan club, along with teammate Marcos Alonso. Azpilicueta spoke about the interest recently in an interview with the Guardian: "Of course it's flattering to be linked to Barcelona, it means you're playing well. I wasn't hearing those sort of stories last season. That's a consequence of us being top of the Premier League, things are going well."

Harry Maguire to Everton
The Daily Mail claims Everton have turned their attentions to Hull City centre-back Harry Maguire. The 24-year-old has impressed under new Tigers boss Marco Silva and his good form has reportedly attracted the attention of England manager Gareth Southgate. Everton are in the market for a new centre-back with Burnley's Michael Keane linked. However, Maguire's versatility, being comfortable in a back four and a back three, has seen the Toffees take an interest in the former Sheffield United man. The centre-back recently turned down a new deal with Hull, meaning they're likely to cash in on him this summer before losing him for nothing in 2018.

Luis Muriel to Liverpool
Liverpool have enquired about Sampdoria striker Luis Muriel, Tuttomercatoweb reports. Reds boss Jurgen Klopp is rumoured to be looking at a whole host of strikers -- including RB Leipzig forward Timo Werner -- ahead of the summer window opening, with the brief being to find a clinical striker who suits his system. Muriel is enjoying life in Serie A with Sampdoria and has 12 goals and five assists in 26 starts. The Colombian has a £24 million release clause, which the Merseyside club could confidently trigger.
