Montero has three years remaining on his Swansea contract but was keen to leave the Liberty Stadium having failed to feature for under Paul Clement this campaign.
The 28-year-old, who shone during his first season in South Wales after arriving from Mexican club Monarcas Morelia in 2014, struggled with injuries the past season and made just 14 appearances.
Montero last played in La Liga in the 2011-12 campaign, where he made 32 league appearances for Betis.
