Emnes, 26, has previously had loan spells with the Swans in 2010 and 2014 and now completes a permanent switch to the Liberty Stadium.
He has agreed a three-year deal and becomes the latest player to join Garry Monk's side after the recent deals for Bafetimbi Gomis and Stephen Kingsley.
Meanwhile, the Swans have allowed 22-year-old defender Daniel Alfei to join League Two side Northampton Town on a season-long loan.
