Fernando has left Manchester City to sign a three-year deal with Galatasaray.
The Turkish club confirmed a transfer fee of €5.25 million, with the possibility for up to € 900,000 more in bonuses.
The Brazil midfielder joined City from Porto in 2014 for £12m and made 101 appearances across three seasons.
"It's been a pleasure to play for Manchester City," Fernando told City's website. "The club has looked after me incredibly well throughout my time here and I have enjoyed the challenge of playing for a top team in probably the world's toughest league.
"The League Cup success of 2016 was a highlight for me and something I will never forget."
Fernando, 30, started just five Premier League games last season and none since the turn of the year. He was then left out of City's preseason tour to the United States.
He said earlier this week that he was looking for more playing time.
