Palermo president Maurizio Zamparini has said he will meet AC Milan counterpart Silvio Berlusconi to discuss the sale of Franco Vazquez to the Rossoneri.
Italy international Vazquez is set to leave Palermo at the end of the season, with speculation suggesting he could cost more than €30 million.
"It's possible he will join the Rossoneri," Zamparini told Radio 2.
"Berlusconi, who I spoke to last week and who I am going to see again on Saturday, has expressed his disappointment at not having succeeded in signing Dybala [who moved to Juventus in the summer].
"He had offered €40m in cash, but Dybala's agent already had an agreement with Juventus.
"I would have preferred to have given Dybala to Milan because I'm on more friendly terms with the Rossoneri than I am with Juventus."
Vazquez, 26, has scored four goals this season.
