There are great returners in the Hall of Fame -- see Rod Woodson and Deion Sanders -- but they were dominant at other positions. Hester struggled to make an impact away from special teams, hindering his case for the Hall of Fame. The Bears tried to make him a receiver -- and paid him like a No. 1 -- but his best season came in 2009, when he had 57 receptions for 757 yards and three touchdowns.

Hester's case for Canton lies solely in his return stats, but is that enough? Should a return specialist be considered for the Hall of Fame, even if he was a dominant player in his era?
