The 2014 quarterback class is in many ways a developmental group -- even near the top. While that term often brings a negative connotation, in many instances, it is not fair. There could be many fine QBs coming out of this class, but it could take three years to develop them once they arrive on campus. That's not a bad thing. Hardly. It just means they all have some work to do. But it does make the position extremely risky and difficult to forecast.
Still, there are plenty of uncommitted QBs with a quality ceiling for development and here, in alphabetical order, are the five best available high-upside QBs:

Freebeck had offseason lower extremity surgery this spring that limited his development and ability to hit the camp and combine circuit. As a junior, his delivery on film really stands out, enough so that we are actually surprised he has not seen more attention to this point. He attended Florida's camp prior to his junior season and performed really well. Freebeck is only going to get bigger and stronger physically, and his release mechanics can't be coached.
